Development permission

It is the outcome of a development application — the preparation and submission of a proposal for work still to happen — and the permit is what the applicant holds once that process concludes. Where work has already been carried out without consent, the route is not a development application but sanctioning, which asks a different question and does not always succeed.

Development permission is the consent the Planning Authority grants for development. It is the outcome of a development application — the preparation and submission of a proposal for work still to happen — and the permit is what you hold once that process concludes.

"A development application is the actual preparation and submission of a proposal — what is still to happen. Once that process terminates, you would have obtained a permit."
The third case
Where the work has already been carried out without consent, this is not the route. That is sanctioning — a different application answering a different question. Knowing which changes need permission at all is where most buyers start.
