Within scheme

What it means

"Within scheme" describes land that falls inside the development boundaries set by the Planning Authority — the lines that separate areas where development is contemplated in principle from land outside them. It is everyday shorthand in Maltese planning and property conversation, and it is one of the first things a perit establishes about a site, because it frames what can be considered at all.

Why it matters before anything else

Whether a property is within scheme sits upstream of the questions buyers usually ask. Only once that is settled do the familiar ones follow: whether the work you have in mind needs permission, and what can be refurbished without it.
